Compare the practical requirements

Use actual booking fees or a scoped corporate quote. Separate tuition, staff attendance, practice time and any software access. Do not assume a training fee includes a Microsoft subscription, a licence upgrade or administrator configuration. Those are distinct budget lines and responsibilities.

Work through an example

For example, a new employee may need foundational file and document skills, while a coordinator needs a shared Teams and Outlook workflow. Group learners by the observed gap, not only by department.
